PUD ZONING 7th Street and Earl

To whom it may concern,
My name is Wayne Murray and I live in the Coronado Neighborhood and support the PUD Zoning at Earl and 7th Street.  I would like to clear up a few items that are misleading in the recent posting to the Coronado News List serve by Walter Switzer.  Since I am a member of the Coronado Neighborhood Association, and I am also referenced in one of the postings used on the web site provided. http://savephoenixhomes.com/

  1.  Item 4 under additional information. The PUD Staff Report provided on the web site is an old report describing the PUD Zoning.  The current Staff Report that the decisions of the Encanto Village Committee and the City of Phoenix Planning Committee based their affirmative decisions on are located on the City of Phoenix Web site HERE.
  2. For the "Greater Coronado Neighborhood Association" - Policy against Spot Zoning.  The Vote taken by the Coronado Neighborhood Association to support the denial of the PUD Zoning was not announced to the membership prior to the vote, and the Developers agent was not provided an opportunity to present.  This action by a Association of 165 voting members, in a community of 5000 homes was announced by a handful of individuals at the meeting, and demanded action be taken while their supporters were the only ones notified of the vote, and orchestrated at a meeting that Council member Nowakowski was present, for added impact.  There is an announcement list Coronado News that the organization should have posted to prior to any vote.  There has been and was discussion regarding this and now there is currently a policy that will be voted on at the October 2, meeting to make sure that this does not happen again.  Many of the membership felt like this was not proper. There was considerable supportive discussion on the Central Phoenix Discuss.   I have requested that the organization vote at the October meeting to remain neutral as not to disenfranchise the membership.  This request was denied “the agenda has been set and not items will be brought to the agenda once it has been set.” Interesting how this worked out for those who opposed the PUD Zoning.  The request to deny time to vote for neutrality indicates that the handful of individuals are not finished using this letter to push forward their personal views in the name of the community. By the publication in the “vote no web site” illustrates that. But not for those who feel like they were left out of the decision.  Those handful of people then attended the Phoenix Planning Commission hearing and used the letter, they obtained,  and position on the Board extrapolate the content of the letter and speak on behalf of the entire community their personal views on the PUD Zoning.  My name is mentioned in the Coronado Associations Position on “Spot Zoning” at an April 2005 meeting.  This was a single lot in the Encanto Palm croft Historic Neighborhood, and in no way under any circumstances should it have been used and misconstrued to obtain a vote on PUD Zoning.  At the Phoenix Planning Commission the handful of Coronado residents quoting Spot Zoning were remanded by the chairman of the Commission by the fact that “there is no such thing as spot zoning, and I should know and this is PUD Zoning.”
  3. For "Kevin Weight Historic opposition".  When I initially heard this information I contacted the Phoenix Historic Preservation Department for an official stand.  It is attached, it illustrates that the developer compromised and worked their plans to accommodate the PUD Zoning spirit.

As residents of the Coronado Neighborhood, I urge you to attend the October meeting and voice your opinion on what has transpired, and request a letter of neutrality on this issue so that each individual can voice their separate opinions in the appropriate public forums, and a handful of individuals not be allowed to continue to continue to divide the neighborhood on important issues.  Since Michelle Steinberg and I (still current members) are no longer allowed appropriate time to speak at the general meetings I will not attend.
Do not be mislead by disinformation in a attempt to “alarm you” to reaction that is contrary to the findings of the City of Phoenix Panning Department staff, Encanto Village Planning Committee, and the City of Phoenix Planning Committee.
